According to this report, displaying an image or file on the Internet is equivalent to displaying it on television, in an art gallery, or in print; only the copyright owner has this privilege. Transmitting an image or file on the Internet is equivalent to reproducing and distributing that image; again the right to reproduce and distribute belong exclusively to the copyright owner. There are some educational exemptions to the Copyright Act which permit classroom display and short-term copying, however the report indicates that these exemptions are to be narrowly interpreted.
